New Roads & Upgrades

We've done the maths; unfortunately we can't afford to seal all our roads.  Current budgets prohibit us from generally considering the sealing of roads with less than 200 average vehicles per day.  This hard decision was made by Council at its meeting on 22 November 2023 when the Roads Asset and Service Management Master Plan / TAMP was adopted.

We are always on the lookout for grant programs to help us make road improvements, but we can't rely on these to always be available.

When the Councillors consider upgrading a road, they take into account various factors such as road hierarchy, maintenance costs, traffic issues, social issues, economic benefit and other asset management considerations.

You can always submit a request to have your road sealed and we'll assess it based on these factors.

All gates and grids on Council roads are required to be licensed under Local Law SLL 1.16 - Gates and Grids (PDF 54.5KB).

If you need to install a grid or a gate on a road reserve, you will need to apply for approval.

Once a gate or grid is in place, their maintenance is the responsibility of the person who has approval for the gate or grid.

Council has records of all licensed gates and grids on Council roads.  

The installation or removal of gates or grids has to be undertaken by a private contractor, Council does not undertake this work.

After removal of a gate or grid, the property owner retains ownership of the gate or grid.

Council maintains a system of rural and urban addressing with the intention of allocating a unique address to each property within the region.  This assists in the identification of the property for road users, service delivery and attendance by emergency services.

A road must be named before a property can be allocated a rural or urban address.  Road names are only allocated to formed roads and a fit-for-purpose vehicle access must be available to the property.  Maintenance of a fit-for-purpose vehicle access is the responsibility of the property owner.

To obtain a rural road address or an urban street address, lodge your completed Application for a Rural or Urban Address (PDF 577.3KB) with Council.  

Sometimes roads or streets have not been named and you would like a particular street to be given a name.

Quite often, people request a road to be given a certain name because it has a special significance to them, like, giving the road the name of the family because they have lived there for generations.

If the road is not a new road in a subdivision, naming an unnamed road is a long process and can take around four months or longer.  

The application is assessed as to the suitability of the suggested road name, letters are sent to owners of properties bordering the unnamed road advising of the suggested road name, an advertisement is placed in the local media and then a report is submitted to Council advising of any written responses received and recommending a road name.

Naming of a road in a subdivision follows a different approval process and may take one to two months.

It is not Council policy to name unconstructed roads.

You will need to complete the Road Naming Application form (PDF 38.6KB) and return it to Council with all necessary documentation.

Constructing a driveway or vehicular crossing in urban, rural and commercial areas, is associated with building works and must be approved by Council.  Vehicular crossings associated with building works must be designed and constructed to ensure:

• A safe and accessible footpath environment
• Safe and unobstructed vehicular access to the property
• No impact on Council’s stormwater drainage system
• No damage to vehicle or road infrastructure
• Minimal loss of on-street parking spaces, and
• Continued amenity of the neighbourhood

It is an offence to park a vehicle on the footpath.  Police should be contacted if this occurs.

A footpath is considered a road reserve, and as such, any works performed on it requires Council approval.  Complete the Application Minor Works - Works Within A Road Reserve (PDF 119KB)  and lodge with Council.  Fees apply.

The driveway must be designed and constructed in accordance with Council’s relevant standard and it is the responsibility of the applicant/property owner to ensure compliance of the vehicular crossing.  The Vehicular Crossing Guide (PDF 4.5MB) provides information on those standards.
