People with disability across the Southern Downs are invited to lead the way in strengthening inclusive emergency management and disaster preparedness in their communities.
Southern Downs Regional Council, in partnership with Queenslanders with Disability Network (QDN), is seeking Expressions of Interest from disability leaders to become community champions for more accessible disaster planning.
This opportunity is part of QDN’s Disability Inclusive Disaster Risk Reduction (DIDRR) program, which empowers people with disability to shape emergency strategies, strengthen community connections and build resilience for more effective disaster responses.
Southern Downs Councillor Cynthia McDonald said the initiative recognises the critical role of lived experience in emergency planning.
"People with disability know best what support they need in an emergency. This program ensures their voices are heard, their experiences are valued, and their leadership strengthens our communities," Councillor McDonald said.
Southern Downs Councillor Sarah Deane said the initiative was an opportunity to build local leadership and ensure emergency planning reflects the diversity of the community.
“This is a powerful opportunity for people with disability to lead change and help shape emergency planning that works for everyone. Inclusive preparedness benefits the whole community,” Councillor Deane said.
QDN General Manager Steve Coulter echoed the importance of the initiative.
"Too often people with disability are left behind in disasters. The DIDRR Champion role puts their insights at the heart of local planning," Mr Coulter said.
Selected champions will take part in a tailored leadership development program in June 2025, delivered through workshops facilitated by QDN Peer Leaders and partners including the Department of Local Government, Water and Volunteers, Queensland Police Service and the Southern Downs Disaster Management Team. Training will be based on the Person-Centred Emergency Preparedness (P-CEP) framework.
DIDRR Champions will:
• Learn about inclusive disaster planning and emergency preparedness.
• Build connections with local disaster management stakeholders.
• Contribute to resilient, inclusive communities through local engagement.
• Participate in a community of practice until November 2025.
Champions will be remunerated at $50 per hour, with hours tailored to individual availability and project requirements.
